What is the summaryHere

This project was held in a conference room in ROHM Theatre Kyoto, a cultural facility in Kyoto. Since the EPAD event, which was also held on the same day at the ROHM Theater and the Miyako Messe from it, was discussed as a “related project,” were there quite a few people in Charge of Public Affairs Nationwide Who Had Had Attached Since the EPAD Project.

Mai Hyodo, who is also in charge of planning, explains “why is such a project carried out with Precog,” and the meeting started by taking a hand raising system such as A small awareness survey on “rational judgment,” which is the theme this time. In the current project, there were 2 sign language interpreters from the beginning, and it was structured so that the meaning of “rational interpretation” was interpreted the The entire meeting.

In Part 1, An Introduction of “Rational Understanding” by Mr. Iino, A Lectures Associate Professor at the University of Tokyo, Will Begin. If you just heard it quickly, it's now one; it's hard to understand what it seems, but in English, it's “reasonable accommodation (reasonable accommodation),” and when translated Reasonable, they say “reasonable considerations and changes that take into account the participation of both parties.”
Somehow, I had the impressions that it was a word used for people with feelings, but it was perceived America in the mid-60s, and it seems that it was a way of thinking correcting inequalities of opportunity considered by considering, etc. Above all, it was considered in a movement to adjust environments and customs that has been taken for reasons in workplaces so that employment opportunities are not lost due to religious attitudes. It seems that people have come to be included in this context later.

From 2024/4, it will become mandatory for both Japanese and private businesses, so businesses related to performing arts must strive for “rational consideration” without exception. However, in the first place, it was a part where I felt very uneasy about what and how much I had to do, and Mr. Iino explains that point very difficult.

According to Iino's opinion, what we must do in the future is “remove social attitudes.” So what are “social discussions”? There are “four opinions,” and they are “physical attitudes,” “institutional attitudes,” “cultural and information discussions,” and “conscious attitudes.” A “physical barrier” is the perception to understand, and it is something like stairs for people in wheelchairs. I think it's considering the dangerous barrier for those of us living in the present day to imagine. An “institutional barrier” is, for example, a law that supposes “you cannot become a doctor if you are blind.” A “cultural and information barrier” means that even if they are not hearing-heard, there are people who find it understood sound, and the fact that they are not equipped With written or written communication equipment is a barrier. It is said that a “conscious barrier” is an example where preconceived notions such as “people with concerns always need help” are easy to understand. It seems that there are times when people with suffering take care of being profusely even though they are not in such trouble, and this results in stress and leading to being concerned Out of society.

It's the first word I hear, “rational explanation,” which feels like an unfamiliar way of thinking, but in fact, it is already beginning to familiar places. For example, in school attitudes, it seems that test times are set longer for children who take time to recognize characters. Also, in the context of work style, many companies are already working on systems that make it difficult to work by delaying hours for those who are being worked up and Shortening working hours, and shortening from nursery schools. Actually, this is also a “reasonable explanation.”

Mr. Iino told me these stories as a general story, but Mr. Hyodo asked, “What would happen if we wanted it with a theater or theater company this time?” They made the theme to understand. What is already treating seen are treating with childcare services for people who are too busy raising children to come to attend, and treating such as making events where it is OK Even when children make noise. These are truly one of the “rational reasons.”

However, even these concerns are quite a hurdle for small groups. Mr. Iino gave me one big reassuring there. It is a condition that “within a reasonable range is fine.” When you hear about changes for people with attitudes, it's easy to imagine that the theater must be renovated, and that all stairs have ramps and handrails, but they say there's no need To go that far. As You Said at the Beginning, “Rational Reasoning” is “Reasonable Adjustment for Both Parties,” so it's fine to the extent that the theater side can do it. One theater person actually said, “In the case of suffering that last 7 days or more, sign language interpreters are attached to 1 performance on weekends and 1 performance on Saturdays and Sundays, but do we have to use every stage from now on?” There was a question. At that time, Iino also said, “It doesn't have to be every stage. However, it was difficult, “It is difficult to make an effort to increase it by 1 more stage.” More over, it is said that it is fine when there is a request from the disabled side. The fact that “reasonable accommodations” will become mandatory from 2024/4 means that “when there is a request from a person with a disability, ignoring it is “suffering,” and it is not an attempt to spend a few minutes of millions of yen to renew

I think this lecture explains the hurdle of “rational judgment” by understanding it. Also, as the hurdles were affected, there were many people who were positive about the initiative. One way of thinking, if broadening One's Horizons explains the number of things that can be done and makes it happen for many people to live thinking, I thought it was a way of thinking that Everyone, not limited to performing arts, should adopt.

In the talk session after Mr. Iino's lecture was over, the guest speaker, Mr. Nasu, also shared many of his opinions as a deaf person. For example, “Which is better to have sign language interpreters or speakers?” In response to the question, “It's better to have both. They told me, “When are lines are spun quickly, there are times when information is cut down and sign language expressions are used, and if only meant are used, directing may not Be conveyed,” and it was very surprising.

Also, there is an opinion that they want people with attitudes to listen to what people with attitudes actually want them to do instead of doing something ahead of time Because they think it's for people with respect. For example, there is no need to force a sign language interpreter to be attached to all works, and in the case of works where the sound play of dialogue is difficult, it takes time to express that fun in sign language, so they would like them to use that time rather than that and add more sign language interpreters to stories suitable for adding sign language. Also, in doubt where scripts are lent out to make it difficult to grasp the content, there is also talk that even if they are loaned 30 minutes before the performance starts, the second HALF OF THE PERFORMANCE STARTS WITHOUT BEING ABLE TO READ IT, AND I LIKE THAT IT IS BEST TO CHECK WITH PEOPLE WITH SUCCESS AGAIN WHAT KIND OF SUPPORT THEY NEED. Then, if you actually want to listen to people with concerns, they told me, for example, that there are many deaf associations all over the country, and that there are also groups with People who are believed to be in culture. At the same time, there is a need to increase the number of episodes on the theater side, so they told me that by supposing the number of differences with sign language interpreters, for Example, we can attract not only deaf people, but also people who want to learn sign language and people from sign language circles. This story also appeared to have quite a bit of an impact on people appearing in the theater.

At the end of the lecture, Iino asked “Why do social concerns happen?” They taught me an animation (*) in order to learn that. The anime is a parody of a news program, and it features discussions about what to do for people with a disability called “walking on two legs” in a world where people in wheelchairs are in The majority. As a result of discussions among experts, the announcer conveyed that proposed such as let's place at least one chair or raise the overall height of the building doors were raised at restaurants. All of these experts are harmful users, and they are prone to “bipedal walking” disability. In this anime, it makes me understand that cause of “social causes” never comes from someone's malice, but rather a result of prioritizing the causes of the majority, that is, Because society is designed according to “standard” people.
That's why discussions and discussions with people from various positions are important, and I felt a strong message that true “rational discussion” can only be completed after that.

*This animation was presented by the Japan Care Fit Co-Education Foundation and the University of Tokyo Barrier-Free Education Development Research Center. Part of the animation is”Digest version of barrier-free video teaching materials for the mindYou can also watch it on”.

It was a lecture and talk session of about 2 hours, but the content was very intense, and it was a meeting with a lot of learning. The content is something I want more people to listen to, and I felt that I would like to popularize it as a standard course similar to discuss, etc. It was a Wonderful content that was an opportunity for the world to become better than it is now.
